The physical need for the project is self-evident. The existing cemetery site is both neglected and under used resulting in an untidy, unkempt and unwelcoming space. The current war memorial site is totally unsuitable as it is adjacent to a very busy main road and not accessible for viewing on all sides. It's proposed new location at the centre of a newly constructed garden area will offer a suitable location in terms, of access, quiet contemplation and remembrance.

The community need for the project is evidenced by the range of partners directly supporting the project through the project steering group which includes representatives from the Parish Council, local schools, local Churches, the Royal British Legion and South Derbyshire District Council. This is further supported by the range of funders who have already committed to the project (3 local developers, Derbyshire County Council, South Derbyshire District Council, Coalfield Regeneration Trust and Heritage Lottery).

In terms of consultation the steering group have contacted local historians and history groups, local archivists The Magic Attic, Woodville Library. held a public meeting attended by 30 people and done some initial mosaic design work with a local school. More community consultation on different aspects of the project is planned as the different project elements are realized.

At present Woodville is a fast changing area with a lot of new housing development that is either replacing or altering the existing features and landscapes. The Parish Council and other partners wish to capture and celebrate Woodville's 200-year history, whilst buildings, documents and people are still around as there is very little heritage and interpretation currently available. They also want to provide another community amenity to service the expanding local population.
